That&#8217;s The Agenda for August 24-31<a href=\"https:\/\/48hills.org\/author\/tim\/\"><\/a><\/p>\n\n\n\n<p>By <a href=\"https:\/\/48hills.org\/author\/tim\/\">TIM REDMOND<\/a><\/p>\n\n\n\n<p>AUGUST 24, 2025 (48hills.org)<\/p>\n\n\n\n<p>The state Legislature barely had time to put a redistricting measure on the ballot when the first two mailers arrived at my house denouncing the plan as \u201cunconstitutional gerrymandering\u201d and a \u201cpolitician power grab\u201d that is \u201cweakening our democratic process.\u201d<\/p>\n\n\n\n<p>Among the people quoted as appearing to reject the measure: Alex Lee, an assemblymember and chair of the Progressive Caucus, who told Politico in July that \u201ctrying to save democracy by destroying democracy is dangerous.\u201d But Lee, along with nearly every Democrat, voted in favor of the new lines.<\/p>\n\n\n\n<p>There\u2019s no question this is a race to the bottom, a blatantly partisan move to elect more Democrats to Congress from California. It\u2019s also one of the few ways opponents of Donald Trump (talk about destroying democracy \u2026) can counter a blatantly partisan move by Trump\u2019s allies to gerrymander districts in Texas to get more Republicans elected.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/48hills.org\/wp-content\/uploads\/2025\/08\/48hillsmailerredist-1024x768.jpg\" alt=\"\" class=\"wp-image-205428\"\/><figcaption class=\"wp-element-caption\">The work of Charles Munger, Jr., who is a big GOP donor<\/figcaption><\/figure>\n\n\n\n<p>Here\u2019s the interesting thing: The mailers appear to be funded by Charles Munger Jr, the son of a billionaire investor who portrays himself as a supporter of fair elections. He was a leading proponent of the 2010 law that created an independent commission to draw legislative and congressional districts in California.<\/p>\n\n\n\n<p>The Hold Politicians Accountable committee, which paid for one of the mailers, hasn\u2019t filed yet with the Fair Political Practices Commission. But Politico reports that Munger Jr.&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2025\/08\/22\/charles-munger-donation-california-gerrymander-00521479\">has already put up $10 million<\/a>.<\/p>\n\n\n\n<p>He will no doubt donate more.<\/p>\n\n\n\n<p>Charles Munger Sr. was a partner with Warren Buffett in Berkshire Hathaway and a philanthropist. The younger Munger has donated millions to political candidates and causes\u2014and most of his donations have gone to Republicans.<\/p>\n\n\n\n<p>According to records on file with the Federal Elections Commission, he put $150,000 into Kevin McCarthy\u2019s GOP Senate victory fund, $650,000 to the GOP Congressional victory fund, and is one of the biggest supporters of the Santa Clara County Republican Party. Become a 48 Hills Hero and support the only daily progressive news source in the Bay Area.<\/p>\n\n\n\n<p><a href=\"https:\/\/48hills.org\/about\/support-donate\/\">Learn more<\/a><\/p>\n\n\n\n<p>So we aren\u2019t exactly talking about a nonpartisan good-government activist.<\/p>\n\n\n\n<p>The Democrats have figured out that Munger\u2019s nonprofit&nbsp;<a href=\"https:\/\/www.politico.com\/newsletters\/california-playbook\/2025\/08\/19\/scoop-how-dems-are-preparing-to-torch-a-megadonor-fighting-ca-redistricting-00513926\">has given $158,000 to groups that oppose abortion rights and LGBTQ+ rights<\/a>.<\/p>\n\n\n\n<p>So I expect &nbsp;to see another mailer soon saying that the person paying for the \u201cprotect democracy\u201d ads is on the side of those who are helping Trump destroy democracy.<\/p>\n\n\n\n<p>It\u2019s going to be a wild and crazy fall.<\/p>\n\n\n\n<p><strong>The Democratic County Central Committee will vote<\/strong>&nbsp;<strong>Wednesday\/27<\/strong>&nbsp;on its endorsement in the recall of Sup. Joel Engardio. It will also consider&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/14WAIlHa88q8JwA5FVh_tE87HHoetWeH0\/view\">a resolution opposing Mayor Daniel Lurie\u2019s \u201cFamily Zoning Plan\u201d<\/a>&nbsp;unless it\u2019s amended to protect existing vulnerable small businesses.<\/p>\n\n\n\n<p>The recall vote has been delayed over the summer, apparently because the No side didn\u2019t have the votes. Now, I am told, Todd David, the political consultant and director of Abundant SF,&nbsp;<a href=\"https:\/\/48hills.org\/2025\/08\/why-isnt-haney-in-more-political-trouble\/\">has been working behind the scenes to try to bring around members<\/a>&nbsp;who are concerned that the recall is popular not just on the West Side but in the Chinese community.<\/p>\n\n\n\n<p>Ballots have already arrived in mailboxes, and many have already been returned. So the party, by waiting until the last minute to take a vote, may have rendered its endorsement fairly meaningless. But if the DCCC votes No on the recall, Engardio\u2019s campaign, which has essentially limitless money, will flood every registered Democrat\u2019s mailbox and phone with the news.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/48hills.org\/wp-content\/uploads\/2025\/08\/48hillssb79rally.jpg\" alt=\"\" class=\"wp-image-205429\"\/><figcaption class=\"wp-element-caption\">About 100 opponents of residential and commercial upzoning rallied late Saturday morning outside City Hall. The Planning Commission is due on Sept. 11 to weigh Mayor Daniel Lurie\u2019s proposal to redraw the city\u2019s zoning map, and possibly to send it to the Board of Supervisors for final legislative action. Upzoning opponents, led by organizations such as&nbsp;<a href=\"https:\/\/www.neighborhoodsunitedsf.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Neighborhoods United SF<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/smallbusinessforward.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Small Business Forward<\/a>, are also fighting state&nbsp;<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260SB79\" target=\"_blank\" rel=\"noreferrer noopener\">Senate Bill 79<\/a>, which would encourage housing development near public transit stops.&nbsp;<a href=\"https:\/\/www.yimbyaction.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">YIMBY Action<\/a>&nbsp;is a leading pro-development organization. Authored by Sen. Scott Wiener (D-San Francisco), the bill won approval in the Senate and the Assembly, and was as of Aug. 20 in the Senate Appropriations Committee suspense file. Photo and text by Richard Knee<\/figcaption><\/figure>\n\n\n\n<p>On the other hand, West Side voters&nbsp;<a href=\"https:\/\/48hills.org\/2024\/01\/the-billionaire-plutocrats-set-their-sights-on-controlling-sfs-democratic-party\/\">helped elect a billionaire-backed slate for the DCCC<\/a>\u2014and they may be a bit angry if that slate delivers a victory to Engardio.<\/p>\n\n\n\n<p>The Lurie zoning plan will be a huge test for the DCCC, particularly (once again) for West Side voters. Upzoning neighborhoods is not popular in the single-family districts of the Richmond and the Sunset. The Small Business Commission has voted against the plan, which threatens community merchants. There\u2019s growing opposition: The mayor of Los Angeles, Karen Bass, is now against SB 79.<\/p>\n\n\n\n<p>The Yimby grip on the local Democratic Party is strong; the billionaire slate was a Yimby slate. But a lot of the more conservative Democrats who supported these candidates don\u2019t want to see bulldozers tearing down lowrise buildings occupied by neighborhood-serving merchants in the name of taller luxury housing.<\/p>\n\n\n\n<p>The resolution, by former Sup. Gordon Mar, states that nearly one third of small businesses in neighborhood corridors (anbd as many as half along Geary) could face displacement under the plan. Mar is asking the the plan be amended to include \u201cstrong, enforceable protections\u201d for small businesses.<\/p>\n\n\n\n<p>The problem: The state won\u2019t allow those protections. Wiener isn\u2019t interested in including, say, commercial rent control or a right to return at the old rent if a building is demolished and rebuilt.<\/p>\n\n\n\n<p>The meeting starts as 6:30pm at the Ruth Williams Bayview Opera House and will be streamed live (<a href=\"https:\/\/www.sfdems.org\/meetings\/august-27-2025-sf-democratic-party\" target=\"_blank\" rel=\"noreferrer noopener\">info here<\/a>).
