href=\"https:\/\/www.commondreams.org\/tag\/homelessness\">homelessness<\/a>,&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/utah\">Utah<\/a>&nbsp;is building a massive facility that&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/housing\">housing<\/a>&nbsp;advocates warn will function as an \u201cinternment camp\u201d where the unhoused will be subject to forced&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/labor\">labor<\/a>.<\/p>\n\n\n\n<p>Last month, Utah\u2019s homeless services agencies came to an&nbsp;<a href=\"https:\/\/www.sltrib.com\/news\/2025\/09\/03\/salt-lake-city-homeless-shelter-be\/\" target=\"_blank\" rel=\"noreferrer noopener\">agreement<\/a>&nbsp;for the state to acquire a nearly 16-acre parcel of rural land in the Northpoint area of northwest Salt Lake City to construct the first-of-its-kind facility, which is slated to have 1,300 beds.<\/p>\n\n\n\n<p>RECOMMENDED&#8230;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.commondreams.org\/news\/chicago-protest-trump-ice\"><img decoding=\"async\" Francisco<\/a><\/h2>\n\n\n\n<p>The genesis of the project began in July, following Trump\u2019s \u201cEnding Crime and Disorder on America\u2019s Streets\u201d executive order, which&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/trump-homeless\" target=\"_blank\" rel=\"noreferrer noopener\">threatened<\/a>&nbsp;to withhold funding from states and cities unless they criminalized homeless people camping on streets and ordered the attorney general to expand the use of involuntary civil commitment for adults experiencing homelessness.<\/p>\n\n\n\n<p>Despite a&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/trump-national-guard-housing-cost\" target=\"_blank\" rel=\"noreferrer noopener\">large body<\/a>&nbsp;of evidence showing their effectiveness at curbing crime while keeping people off the street, the order also required the Department of Housing and Urban Development (HUD) to end its support of \u201cHousing First\u201d policies that provide unhoused people with homes without the requirement of behavioral health treatment or sobriety.<\/p>\n\n\n\n<p>Less than a week after Trump\u2019s homelessness order, Utah\u2019s Republican Gov. Spencer Cox, as well as the state Senate president and House speaker\u2014both Republicans\u2014sent a&nbsp;<a href=\"https:\/\/utahnewsdispatch.com\/wp-content\/uploads\/2025\/09\/2025.07.29-Homeless-Service-Board-Letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a>&nbsp;to the state\u2019s Homeless Services Board, which was created last year following a legislative push by the Cicero Insitute\u2014a far-right think tank that has&nbsp;<a href=\"https:\/\/inthesetimes.com\/article\/joe-lonsdale-cicero-war-on-homeless#:~:text=But%20in%20the%20Cicero%20Institute's,rug%20through%20increasingly%20draconian%20measures.\" target=\"_blank\" rel=\"noreferrer noopener\">proposed<\/a>&nbsp;aggressive measures to criminalize homelessness and which has had&nbsp;<a href=\"https:\/\/www.kvpr.org\/homelessness\/2025-07-25\/democrats-and-advocates-criticize-trumps-executive-order-on-homelessness\" target=\"_blank\" rel=\"noreferrer noopener\">major influence<\/a>&nbsp;over Trump\u2019s crackdown on the homeless during his second term.<\/p>\n\n\n\n<p>In the letter, the leaders agreed with the\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/trump-administration\">Trump administration<\/a>\u00a0that they \u201cdo not support \u2018Housing First\u2019 policies that lack accountability.\u201d They directed the Board to \u201caccelerate progress on a transformative, services-based homeless campus that prioritizes recovery, treatment, and long-term outcomes, not just emergency shelter.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Utah just approved a 1,300-person \u201cmega camp\u201d for homeless people \u2014 seven miles from town, no transportation, locked units, and even forced labor. On the podcast&nbsp;<em>Invisible People<\/em>, which focuses on homelessness in America, Eric Tars of the National Homelessness Law Center&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=Z9eVJdHZeCw\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;Utah\u2019s new facility could be a \u201cpilot program\u201d for that effort around the country.<\/p>\n\n\n\n<p>\u201cTheir end goal is not just jail,\u201d Tars said. \u201cThey want to put up more of these Alligator Alcatraz sprung structure type facilities,\u201d referring to the ramshackle&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/immigration\">immigration<\/a>&nbsp;detention facility constructed in a remote part of Florida\u2019s Everglades earlier this year, where&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/alligator-alcatraz-human-rights\" target=\"_blank\" rel=\"noreferrer noopener\">detainees<\/a>&nbsp;have been cut off from access to their lawyers and are widely reported to suffer from inhumane treatment.<\/p>\n\n\n\n<p>He noted that, under a&nbsp;<a href=\"https:\/\/utahnewsdispatch.com\/wp-content\/uploads\/2025\/09\/00003578.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">proposal<\/a>&nbsp;drafted by the chair of Utah\u2019s Homeless Services Board, Randy Shumway, more than 300 of the beds in the facility are&nbsp;<a href=\"https:\/\/www.standard.net\/news\/local\/2025\/sep\/18\/utahs-new-homeless-campus-should-have-300-plus-beds-for-civil-commitment-board-chair-says\/#:~:text=To%20do%20so%2C%20they%27re,commitment%20and%20drug%20addiction%20treatment.\" target=\"_blank\" rel=\"noreferrer noopener\">slated<\/a>&nbsp;for involuntary commitment. Other homeless people will be sent there for substance abuse treatment \u201cas an alternative to jail\u201d and will \u201creceive care in a supervised&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/environment\">environment<\/a>&nbsp;where entry and exit are not voluntary.\u201d Shumway referred to the facility as an \u201caccountability center.\u201d<\/p>\n\n\n\n<p>\u201cAn individual would be sanctioned to go there. It would not be voluntary, Shumway said during a presentation, according to the&nbsp;<em>Standard-Examiner<\/em>. \u201dThey would be there for a period of probably 90 days with the opportunity to detox in order to get mental and behavioral health care, to get substance use disorder support, to get physical health care, and to be surrounded by a community that\u2019s helping them in healing.\u201c<\/p>\n\n\n\n<p>According to the proposal, the beds not slated for civil commitment will include \u201cwork-conditioned housing.\u201d Tars said that this is \u201cthe thing that scares me the most,\u201d because it \u201cmeans forced labor.\u201d<\/p>\n\n\n\n<p>He noted that other anti-homeless bills recently proposed in Republican states have a \u201cforced labor element\u201d to them. In&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/louisiana\">Louisiana<\/a>, a bill punishing outdoor camping introduced earlier this year&nbsp;<a href=\"https:\/\/unfilteredwithkiran.com\/bill-making-unauthorized-camping-punishable-by-hard-labor-doesnt-address-root-causes-of-homelessness-expert-says\/#:~:text=While%20resources%20like%20that%20could,hard%20labor%20for%20repeat%20offenders.\" target=\"_blank\" rel=\"noreferrer noopener\">proposes<\/a>&nbsp;requiring those convicted to serve up to two years of \u201chard labor.\u201d Another bill introduced in&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/west-virginia\">West Virginia<\/a>&nbsp;would&nbsp;<a href=\"https:\/\/www.billtrack50.com\/billdetail\/1874357#:~:text=(2)%20These%20residence%20halls%20shall,and%20contribute%20to%20facility%20upkeep.\" target=\"_blank\" rel=\"noreferrer noopener\">have required<\/a>&nbsp;those arrested for camping to take part in \u201cfacility upkeep\u201d and other forms of vocational training.<\/p>\n\n\n\n<p>Tars said that at the Utah facility, \u201ceven though theoretically you could come and go, they\u2019re going to be actively enforcing anti-camping, anti-loitering, all these other laws&#8230; if you step foot off the campus,\u201d which he noted is over seven miles away from downtown Salt Lake City and \u201cin the middle of nowhere,\u201d with \u201cno public&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/transportation\">transportation<\/a>.\u201d<\/p>\n\n\n\n<p>State officials have said they expect the facility to cost $75 million to construct, plus more than $30 million per year for ongoing operations. Bill Tibbitts, deputy executive director of Crossroads Urban Center, a low-income advocacy nonprofit based in Utah, has said that for a facility to treat such a large number of people adequately, the cost \u201cwill be much higher than $75 million.\u201d<\/p>\n\n\n\n<p>Tibbitts also warned that the construction of a homeless shelter in such close proximity to a facility for involuntary commitment would create an atmosphere of fear that would deter homeless people from seeking help.<\/p>\n\n\n\n<p>\u201cA 300-400-bed mental and behavioral health facility that people are not allowed to leave is not a shelter but an incarceration option,\u201d Tibbitts wrote in an email to the&nbsp;<em><a href=\"https:\/\/utahnewsdispatch.com\/2025\/10\/02\/utah-homeless-board-proposes-initial-framework-to-respond-to-trumps-executive-order\/\" target=\"_blank\" rel=\"noreferrer noopener\">Utah News Dispatch<\/a><\/em>. \u201cHaving such a facility colocated with a shelter would probably lead to a sense that if you do not follow the rules in one facility, you could be moved into the other.\u201d<\/p>\n\n\n\n<p>Although the Trump administration has portrayed homelessness as primarily the result of addiction or mental illness, Tibbitts noted that \u201cthe majority of the people who visit a shelter are not chronically homeless\u2014they just need a place to stay following a short-term period of financial hardship.\u201d<\/p>\n\n\n\n<p>\u201cA senior citizen who had their rent increased beyond what they could afford,\u201d he said, \u201cis not going to want to go to a quasi-correctional facility to get help finding a place to live that they can afford.\u201d<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
