The&nbsp;<em>BBC<\/em>&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/articles\/c891zkwvjl2o\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;that the&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/trump-administration\">Trump administration<\/a>&nbsp;\u201chad hoped the referendum would pave the way to opening a military base in&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/ecuador\">Ecuador<\/a>, 16 years after it was made to close a site on its Pacific coast.\u201d<\/p>\n\n\n\n<p>\u201cThe former&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/us-military\">US military<\/a>&nbsp;base on Ecuador\u2019s Pacific coast was closed after left-wing President Rafael Correa decided not to renew its lease and pushed for the constitutional ban,\u201d the outlet noted.<\/p>\n\n\n\n<p>Correa celebrated Sunday\u2019s results in a&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-media\">social media<\/a>&nbsp;post, expressing hope that the vote would mark \u201cthe beginning of a definitive constitutional stability for the country.\u201d<\/p>\n\n\n\n<p>\u201cOur constitution is one of the best in the world; we just need to comply with it,\u201d he wrote.<\/p>\n\n\n\n<p><a href=\"https:\/\/x.com\/justfp\/status\/1990273974803247231?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1990273974803247231%7Ctwgr%5E6586d27acbc3e22c0dc91c8ab26a58e61e318f15%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fecuador-us-military-bases\">https:\/\/x.com\/justfp\/status\/1990273974803247231?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1990273974803247231%7Ctwgr%5E6586d27acbc3e22c0dc91c8ab26a58e61e318f15%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fecuador-us-military-bases<\/a><\/p>\n\n\n\n<p>The vote followed a&nbsp;<a href=\"https:\/\/taskandpurpose.com\/news\/us-bases-latin-america-revived\/\" target=\"_blank\" rel=\"noreferrer noopener\">recent trip<\/a>&nbsp;to Ecuador by US Homeland Security Secretary Kristi Noem, a prominent figure in the Trump administration\u2019s lawless assault in immigrants in the United States. The Trump administration and Noboa\u2019s government have ramped up cooperation efforts in recent months, and both governments have unleashed military forces on their own citizens, illegally repressed&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/protests\">protests<\/a>, and carried out&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/09\/ecuador-desapariciones-forzadas-cometidas-por-militares-evidencian-la-fallida-estrategia-de-seguridad\/\" target=\"_blank\" rel=\"noreferrer noopener\">enforced disappearances<\/a>&nbsp;and other grave&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/human-rights\">human rights<\/a>&nbsp;violations.<\/p>\n\n\n\n<p>During her visit to Ecuador earlier this month, Noem toured the site of what Noboa\u2019s office&nbsp;<a href=\"https:\/\/www.comunicacion.gob.ec\/el-presidente-noboa-y-la-secretaria-de-seguridad-nacional-de-ee-uu-kristi-noem-recorrieron-infraestructura-para-potencial-base-extranjera-en-manta\/\" target=\"_blank\" rel=\"noreferrer noopener\">described<\/a>&nbsp;as a potential US military base in the port city of Manta.<\/p>\n\n\n\n<p>The Center for Economic and Policy Research (CEPR) said in a statement late Sunday that \u201cby inviting direct US military involvement and permanent presence in military bases\u2014framed as a partnership to combat drug trafficking and organized crime\u2014Noboa has tied the country\u2019s safety and sovereignty to Washington\u2019s regional ambitions.\u201d<\/p>\n\n\n\n<p>\u201cToday\u2019s \u2018no\u2019 vote therefore underscores widespread public unease with that approach and reflects the Ecuadorian people\u2019s skepticism toward the government\u2019s heavy reliance on the Trump administration\u2019s support,\u201d CEPR continued. \u201cMore generally, this vote raises questions about the effects and popularity of the last few years of security rapprochement and cooperation between Ecuador and the United States, which include, among other agreements, a Statute of Forces Agreement signed in 2023 that enables the presence of\u2014and grants immunity to\u2014US forces in Ecuador.\u201d<\/p>\n\n\n\n<p>\u201cIt is, to date, the Noboa government\u2019s biggest electoral defeat,\u201d the group added.<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
