Photo by Yujie Zhou.<\/em><\/figcaption><\/figure>\n\n\n\n<p>San Francisco Mayor Daniel Lurie will commit to releasing weekly reports on how the tech firm OpenGov is overhauling the city\u2019s embattled permitting systems \u2014 a contract it won even though city staff said it was not the best suited for the task.<\/p>\n\n\n\n<p>PermitSF, Lurie\u2019s initiative to tackle city permitting, was a key promise on the campaign trail. It launched earlier this year, with the&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/02\/sf-danie-lurie-permitsf-permitting-reform\/\">goal<\/a>&nbsp;of streamlining and centralizing permitting so that all city permits can be obtained through a single web portal.<\/p>\n\n\n\n<p>The decision to release the weekly progress reports comes a month&nbsp;<a href=\"https:\/\/sfstandard.com\/2025\/10\/15\/san-francisco-daniel-lurie-ned-segal-opengov-technology-contract\/\">after<\/a>&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/opengov-contract-lurie-san-francisco-21103038.php\">media<\/a>&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/10\/lurie-s-f-permitting-contract-questions-deputys-impropriety\/\">reports<\/a>&nbsp;revealed that the mayor\u2019s office went outside normal procedure to award the $5.9 million contract to build the new permitting system to OpenGov. The company\u2019s costs were far higher than competitors, and it scored poorly with a panel of city staffers.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2024\/03\/mission-local-logo-300x300.jpg\" alt=\"Mission Local logo, with blue and orange lines on the shape of the Mission District\" class=\"wp-image-639216\"\/><\/figure>\n\n\n\n<p>Want the latest on the Mission and San Francisco? The deal prompted Supervisor Jackie Fielder to call for a&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/10\/s-f-supervisor-calls-probe-mayor-5-9m-permitting-deal\/\">hearing<\/a>&nbsp;to investigate the process.&nbsp;<\/p>\n\n\n\n<p>Ned Segal, the mayor\u2019s policy chief for housing and economic development, \u201c<a href=\"https:\/\/sfstandard.com\/2025\/10\/15\/san-francisco-daniel-lurie-ned-segal-opengov-technology-contract\/\">unilaterally<\/a>\u201d overruled a staff recommendation in awarding the contract to OpenGov, according to the&nbsp;<a href=\"https:\/\/sfstandard.com\/2025\/10\/15\/san-francisco-daniel-lurie-ned-segal-opengov-technology-contract\/\"><em>San Francisco Standard<\/em><\/a>.<\/p>\n\n\n\n<p>The weekly updates will serve as \u201csomething public, so people can read it themselves without our explanation or yours, and it\u2019s just out there in the open for people,\u201d Segal said in an interview Tuesday. He hoped that the updates would bring some \u201ctransparency benefit\u201d to the project, Segal added.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.valenciacyclery.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/9d07c6db-0fba-4076-8647-cad623bd8409.png\" alt=\"Valencia Cyclery 62325\"\/><\/a><\/figure>\n\n\n\n<p>The documents, the mayor\u2019s office said, will be shared whether they report good progress, bad progress or no progress.&nbsp;<\/p>\n\n\n\n<p>The first three weekly status reports, written by OpenGov\u2019s project manager, Angelica Au, were sent on&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/11\/2025-10-31-PermitSF-Weekly-Status-Update_Redacted.pdf\">Oct. 31<\/a>,&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/11\/2025-11-07-PermitSF-Weekly-Status-Update_Redacted.pdf\">Nov. 7<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/11\/2025-11-14-PermitSF-Weekly-Status-Update_Redacted.pdf\">Nov. 14<\/a>. The latest memo indicates that the goal of rolling out fire permits, building permits and events permits by February is realistic.&nbsp;<\/p>\n\n\n\n<p>Earlier this year, many in the city&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/02\/sf-danie-lurie-permitsf-permitting-reform\/\">felt<\/a>&nbsp;that goal was aggressive at best, and unrealistic at worst.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.rarefieldsf.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/b21a33a9-ab44-4f87-9035-794c39963f45.png\" alt=\"Rarefield ad 8\"\/><\/a><\/figure>\n\n\n\n<p>Between late October and mid-November, the project health of PermitSF moved from a red status, indicating the presence of major issues, to a stable yellow status, indicating only potential risks to project delivery.<\/p>\n\n\n\n<p>Meanwhile, over the three weeks, some due dates have been postponed by several days to several weeks, including one that has been pushed back by as long as four weeks.&nbsp;<\/p>\n\n\n\n<p>The weekly updates also identified small potential barriers to meeting the February deadline including the day off for Veterans Day.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"http:\/\/www.backtothepicture.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/278cc7bd-fdea-4cea-b1cf-b8d2175b0646.png\" alt=\"Back to the Picture SR\"\/><\/a><\/figure>\n\n\n\n<p>\u201cWhat we\u2019re looking for is to see that, each week, you are making progress, that you\u2019re having new challenges come up,\u201d said Segal in the interview, whether it\u2019s about collaboration between departments, or how to tie two software systems together.<\/p>\n\n\n\n<p>In an interview today, Florence Simon, director of the Mayor\u2019s Office of Innovation, added that meeting the February deadline to roll out a subset of permits is \u201ca big deal.\u201d<\/p>\n\n\n\n<p>\u201cThe last time somebody tried to do this, which was&nbsp;<a href=\"https:\/\/missionlocal.org\/2021\/02\/san-francisco-dbi-paper-accela\/\">Accela<\/a>&nbsp;before Ned and I got here, it was like an&nbsp;<a href=\"https:\/\/www.scribd.com\/document\/447092119\/Offset-Accela-2-6-Final-and-Exhibits-1\">eight-year project<\/a>&nbsp;that cost $12 million and no permits,\u201d she said.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.usfca.edu\/arts-sciences\/programs\/graduate\/writing-mfa?utm_source=mission-local&amp;utm_medium=web&amp;utm_campaign=mfa-writing&amp;utm_content=apply\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/cdn.broadstreetads.com\/assets\/58f5fe07-8930-4586-a873-871c86d48a35.jpg\" alt=\"11\/1-11\/27\"\/><\/a><\/figure>\n\n\n\n<p>Lurie has steadfastly&nbsp;<a href=\"https:\/\/missionlocal.org\/2025\/10\/lurie-s-f-permitting-contract-questions-deputys-impropriety\/\">stood by<\/a>&nbsp;the controversial contract in the past month, and Segal spoke highly of the collaboration with OpenGov.<\/p>\n\n\n\n<p>\u201cOpenGov have been great partners because they\u2019ve done this implementation many times, they are able to look around corners and help us understand what challenge might come next,\u201d he said.<\/p>\n\n\n\n<p>The 13-year-old firm says that it has worked with more than 2,000 governments across the country. It is unclear, however, whether it has worked with any clients similar to the size and complexity of San Francisco.<\/p>\n\n\n\n<p>The two references OpenGov listed in its response to the PermitSF Request For Information were Cambridge, Massachusetts, and Chattanooga, Tennessee.<\/p>\n\n\n\n<p>The former has a population of about 121,000 and the latter has a population of around 191,000,&nbsp;though the city\u2019s request for information required references from public sector clients that can speak to the vendor\u2019s experience with cities \u201cat a similar scale to San Francisco.\u201d<\/p>\n\n\n\n<p>Regarding the upcoming hearing called for by Supervisor Fielder, Segal said, \u201cWe\u2019re just going to keep plugging away on the implementation.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2025\/09\/ML-Fundraising-2025-3-930x620.png\" alt=\"Three people do acrobatics and hula hoop in a park with city buildings and palm trees in the background.
