On Tuesday, Hegseth called Anthropic\u2019s CEO, Dario Amodei, to a meeting at the Pentagon, where he demanded \u201cunfettered\u201d access to Claude without any guardrails.<\/p>\n\n\n\n<p>This goal was outlined last month in the department\u2019s \u201cAI Strategy\u201d&nbsp;<a href=\"https:\/\/media.defense.gov\/2026\/Jan\/12\/2003855671\/-1\/-1\/0\/ARTIFICIAL-INTELLIGENCE-STRATEGY-FOR-THE-DEPARTMENT-OF-WAR.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a>, which called for the US to adopt an \u201cAI-first warfighting force\u201d and for companies to allow their technology to be deployed for \u201cany lawful use,\u201d free from ethical safeguards.<\/p>\n\n\n\n<p>According to a senior defense official who spoke to&nbsp;<em><a href=\"https:\/\/www.axios.com\/2026\/02\/24\/anthropic-pentagon-claude-hegseth-dario\" target=\"_blank\" rel=\"noreferrer noopener\">Axios<\/a>,&nbsp;<\/em>Hegseth issued an ultimatum to Amodei on Tuesday: If he does not grant the Pentagon unrestricted use of Anthropic\u2019s technology by 5:01 pm on Friday, the department would take measures to coerce the company.<\/p>\n\n\n\n<p>It would either declare Anthropic a \u201csupply chain risk,\u201d effectively blacklisting it for military use and ending its contract, or it would invoke the Defense Production Act, which would force the company to tailor the product to the military\u2019s needs.<\/p>\n\n\n\n<p>While it would not be an unusual step for the Pentagon to cut ties with Anthropic, threats to declare it a supply chain risk have been described as extraordinary.<\/p>\n\n\n\n<p>Jessica Tillipman, the associate dean for government procurement law studies at George&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/washington\">Washington<\/a>&nbsp;University, who specializes in AI governance,&nbsp;<a href=\"https:\/\/x.com\/JTillipman\/status\/2026396412062126571\" rel=\"noreferrer noopener\" target=\"_blank\">wrote<\/a>&nbsp;on&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-media\">social media<\/a>&nbsp;that the threat of \u201cdeclaring Anthropic a supply chain risk is deeply problematic,\u201d as it\u2019s \u201cgenerally something we reserve for products that create security risks, and using it in this way undermines its purpose.\u201d<\/p>\n\n\n\n<p>As Elizabeth Nolan Brown\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.yahoo.com\/news\/articles\/pentagon-anthropic-wont-let-us-180008123.html\" target=\"_blank\">wrote<\/a>\u00a0on Wednesday for\u00a0<em>Reason<\/em>, it \u201cwould mean anyone who wants to work with the\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/us-military\">US military<\/a>\u00a0in any capacity must sever ties with the AI company,\u201d which could deal a major blow to the business.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Anthropic&#39;s CEO Explains His Refusal to Back Down to the Pentagon.<br><br>Amodei explained his deep concerns over &quot;autonomous drone swarms&quot; and mass surveillance. <br><br>He pointed out a crucial reality: our military&#39;s constitutional protections rely entirely on human soldiers having the\u2026 <a href=\"https:\/\/t.co\/IsmbKecwsB\">pic.twitter.com\/IsmbKecwsB<\/a><\/p>&mdash; Wes Roth (@WesRoth) <a href=\"https:\/\/twitter.com\/WesRoth\/status\/2026307377344213406?ref_src=twsrc%5Etfw\">February 24, 2026<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Last month, Amodei published an&nbsp;<a href=\"https:\/\/www.darioamodei.com\/essay\/the-adolescence-of-technology\" target=\"_blank\" rel=\"noreferrer noopener\">essay<\/a>&nbsp;about how \u201cAI-enabled autocracies\u201d could use the technology to surveil and repress their citizens and wage war on less developed countries:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>A swarm of millions or billions of fully automated armed drones, locally controlled by powerful AI and strategically coordinated across the world by an even more powerful AI, could be an unbeatable army, capable of both defeating any military in the world and suppressing dissent within a country by following around every citizen&#8230;<\/p>\n\n\n\n<p>A powerful AI looking across billions of conversations from millions of people could gauge public sentiment, detect pockets of disloyalty forming, and stamp them out before they grow. This could lead to the imposition of a true panopticon on a scale that we don\u2019t see today.<\/p>\n<\/blockquote>\n\n\n\n<p>Amodei reportedly resisted Hegseth\u2019s demands to lift restrictions at Tuesday\u2019s meeting, refusing to budge on the two key issues of mass surveillance and autonomous weapons. Following reports of the meeting, the company has&nbsp;<a href=\"https:\/\/www.nytimes.com\/2026\/02\/24\/us\/politics\/pentagon-anthropic.html\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;it still wants to work with the government while also ensuring its models are used in line with what they could \u201creliably and responsibly do.\u201d<\/p>\n\n\n\n<p>A senior Pentagon spokesperson said the military must be free to use the technology how it sees fit. According to the\u00a0<em>Associated Press,\u00a0<\/em>the official\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/apnews.com\/article\/anthropic-hegseth-ai-pentagon-military-3d86c9296fe953ec0591fcde6a613aba\" target=\"_blank\">argued<\/a>\u00a0that \u201cthe Pentagon has only issued lawful orders and stressed that using Anthropic\u2019s tools legally would be the military\u2019s responsibility.\u201d<\/p>\n\n\n\n<p>X post:  <a href=\"https:\/\/x.com\/samstein\/status\/2026671668878356573?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2026671668878356573%7Ctwgr%5Ea8d50053d7df3edef429c4bf47c3474631443d80%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fhegseth-jawbones-anthropic\">https:\/\/x.com\/samstein\/status\/2026671668878356573?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2026671668878356573%7Ctwgr%5Ea8d50053d7df3edef429c4bf47c3474631443d80%7Ctwcon%5Es1_c10&amp;ref_url=https%3A%2F%2Fwww.commondreams.org%2Fnews%2Fhegseth-jawbones-anthropic<\/a><\/p>\n\n\n\n<p>The question of whether the Pentagon has issued only \u201clawful\u201d orders is in dispute\u2014in fact, the Pentagon is&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/mark-kelly-pete-hegseth\" target=\"_blank\" rel=\"noreferrer noopener\">fighting<\/a>&nbsp;to cut the retirement pay of Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/mark-kelly\">Mark Kelly<\/a>&nbsp;(D-Ariz.), a retired Navy captain, after he made a video in November reminding active duty troops that they have a duty not to obey illegal orders.<\/p>\n\n\n\n<p>That video was made in response to reports that Hegseth had given orders to bomb the survivors of one of the administration\u2019s boat strikes in the Caribbean\u2014an act described as a potential \u201c<a href=\"https:\/\/www.commondreams.org\/news\/general-boat-strikes-war-crime\" target=\"_blank\" rel=\"noreferrer noopener\">war crime<\/a>\u201d amid a broader campaign that legal experts have&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/trump-drug-boat\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;is illegal under both US and&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/international-law\">international law<\/a>.<\/p>\n\n\n\n<p>The military also reportedly&nbsp;<a href=\"https:\/\/www.theguardian.com\/technology\/2026\/feb\/14\/us-military-anthropic-ai-model-claude-venezuela-raid\" target=\"_blank\" rel=\"noreferrer noopener\">used<\/a>&nbsp;Claude as part of another&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/trump-maduro-venezuela#:~:text=*%20Trump%20Claims%20Maduro%20'Captured'%20as%20US,It%20Were%20Legal%20%7C%20Common%20Dreams%20%E2%80%BA\" target=\"_blank\" rel=\"noreferrer noopener\">legally questionable<\/a>&nbsp;act last month: the operation to kidnap Venezuelan President Nicol\u00e1s Maduro, which involved bombing across Caracas and killed at least 83 people. It is not clear how the model was used during the attack.<\/p>\n\n\n\n<p>While the Pentagon has not specified which restricted activities it wishes to pursue using Anthropic\u2019s technology, Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/ruben-gallego\">Ruben Gallego<\/a>&nbsp;(D-Ariz.)&nbsp;<a href=\"https:\/\/x.com\/RubenGallego\/status\/2026695701468467540\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;that with his demands, Hegseth was essentially telling the company, \u201cLet us use your AI for mass surveillance, or we\u2019ll pull your contract.\u201d<\/p>\n\n\n\n<p>Under President\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\">Donald Trump<\/a>, Gallego added, \u201ccorporations are punished for refusing to spy on American citizens.\u201d<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
