Here are their answers."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">San Francisco\u2019s elected officials and significant candidates are put on the spot \u2014 and on the record<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">by\u00a0<strong><a href=\"https:\/\/missionlocal.org\/author\/joee\/\">Joe Eskenazi<\/a><\/strong>\u00a0and\u00a0<strong><a href=\"https:\/\/missionlocal.org\/author\/iryna-humenyuk\/\">Iryna Humenyuk<\/a><\/strong> March 25, 2026 (MissionLocal.org)<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/newspack-missionlocal.s3.amazonaws.com\/mission\/wp-content\/uploads\/2026\/03\/The_protectors_of_our_industries-1-2000x1553.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">&#8216;The protectors of our industries,&#8217; Puck Magazine, 1883<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>T<\/strong>his June, San Francisco voters will have an opportunity to, rather literally,&nbsp;<a href=\"https:\/\/missionlocal.org\/2026\/01\/sf-ceo-tax-lurie-supervisors\/\">tax the rich.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is, just two years ago, we \u2014 also literally \u2014&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/09\/san-francisco-tax-proposition-m\/\">voted to not do that.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here\u2019s how that works: In 2024, every last vestige of San Francisco political power united behind&nbsp;<a href=\"https:\/\/missionlocal.org\/2024\/09\/san-francisco-tax-proposition-m\/\">Prop. M,<\/a>&nbsp;a sweeping rewrite of the city\u2019s business tax formula. The issue was that San Francisco\u2019s business tax revenue had grown top heavy: Just seven of the biggest companies accounted for 24 percent of the revenue and the 100 biggest companies paid 58 percent of it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This left San Francisco extraordinarily susceptible to a massive financial hit if even a handful of companies relocated. In November 2024, 69.5 percent of voters approved Prop. M, and eased the burden on the city\u2019s biggest companies (while the city did not disclose its largest companies, one needn\u2019t be Hercule Poirot to deduce many or all of them. Just&nbsp;<a href=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/8\/8c\/Salesforce_Tower_from_Salesforce_Park.jpg\/960px-Salesforce_Tower_from_Salesforce_Park.jpg\">scan the city skyline<\/a>, for starters.).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here\u2019s the thing, though: By doing so, the city raised the burden on many, many smaller companies. This, again, was by design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Easing taxes on the rich to raise taxes on the not-as-rich, regardless of the rationality of spreading out a tax base, was never a natural fit for San Francisco\u2019s electorate. And, not even two years later, the city\u2019s service employee unions have signature-gathered a tax on wealthy corporations onto this June\u2019s ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proposition D, the so-called overpaid CEO measure, would levy taxes on companies in which the CEO earns 100 times or more his or her median income employee. At issue here is that this would undo portions of Prop. M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If voters approve, a measure meant to instill stability and predictability for businesses with offices in San Francisco would be replaced, not so long after the ink has dried. This is the opposite of predictability for city businesses \u2014 but, as a political measure, it was very predictable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also predictable: the news that the Chamber of Commerce signature-gathered its own dueling June 2026 measure intended to sink Prop. D (it\u2019ll be called Prop. C).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When questioned regarding their stance on Props C and D, some city leaders and aspiring elected officials have been straightforward. Others have been tap dancing to rival the\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=zBb9hTyLjfM\">Nicholas Brothers.<\/a>\u00a0The county Democratic Party\u00a0<a href=\"https:\/\/drive.google.com\/file\/d\/1GjYFKgSMSmD5Tl6UHoXZ4QLeThJ9WGWP\/view\">will vote<\/a>\u00a0on whether to endorse or spurn Props. C and D on Wednesday night.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Nicholas Brothers in Stormy Weather\" width=\"800\" height=\"600\" src=\"https:\/\/www.youtube.com\/embed\/zBb9hTyLjfM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to that,&nbsp;<em>Mission Local<\/em>&nbsp;asked San Francisco\u2019s present and aspirational leaders the following:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Are you publicly supporting or opposing the CEO tax? But this June, and for the third time in five years, this same debate will be on the ballot once again. That\u2019s a clear sign of a broken system that rewards insiders at the expense of everyday San Franciscans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither measure moves San Francisco forward. They have no impact on the imminent budget deficit or federally imposed health care cuts we face right now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want to see San Francisco build more housing that works for their respective neighborhoods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We cannot be complacent about our recovery, and dueling proposals that produce longer, more confusing ballots reward division over consensus\u2013\u2013only benefitting those who know how to game a broken system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s time to turn the page on a ballot system that obstructs the progress and accountability San Franciscans deserve. I will not support either of these measures, but I am taking steps to fix the broken system that got us here. Not only that, I, in fact, had our own version of it earlier this year. But we withdrew when we began to realize our labor partners had a very similar proposal, so we thought that signature-gathering is absolutely the way to go. It\u2019s a lower barrier (50+1 percent vs. 66.7 percent) and I always think signature-gathering is in the San Francisco style. It\u2019s very community-driven and allows conversations with voters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It addresses overpaid CEOs \u2014 CEOs paid 100 times or more the median income employee of their company. It\u2019s about, how do we address the gap between the CEOs and the workers? It really is a significant gap. We have seen, on the federal level, billionaires and corporations are getting tax breaks. At the same time, we\u2019re getting health care cuts, food security cuts and education cuts from the federal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I want to see us revert to pre-Prop. We also just made major changes to our business tax structure with Prop. M in 2024, and I don\u2019t think it\u2019s responsible to revisit that so quickly. Small businesses are protected, and similar taxes have not led to corporate flight or higher consumer costs. D, which is asking voters to approve the largest business tax hike in San Francisco history \u2014 in some cases exceeding 900%. At a moment when we should all be united to protect the fragile economic recovery we\u2019ve finally got underway, this divisive proposal will incentivize large employers to leave San Francisco \u2014 and it will impose a powerful disincentive for retailers and other businesses to ever come back again. M was the result of broad consultation with stakeholders and involved a mix of tax cuts and increases to achieve revenue neutrality. This measure keeps the 2024 tax increases in place while reversing the tax cuts that were supposed to help revive our downtown. I have a long track record supporting progressive taxation \u2014 for example, I support increasing the state corporate tax, the extension of California\u2019s 2012 income tax increase, and elimination of most of the Bush and Trump mega tax cuts. I am also very focused on the regional and local public transit revenue measures that are so essential for our transit systems. I do not support Props C and D.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While I understand and respect the effort to generate revenue for city services, the gross receipts tax contained in Prop. D was brokered as part of Prop. M in 2024 \u2014 a consensus business tax reform that resulted from extensive negotiation, including by labor and business and for which I campaigned. I\u2019m committed to finding durable, fiscally sound ways to fund mental health and emergency services; this isn\u2019t the right vehicle. I will be voting for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This act imposes a small surcharge on large corporations that pay their CEOs more than 100 times the wages of their median employees. Only corporations with over 1,000 employees and over a billion dollars in revenue will be affected, so small businesses will be fine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are the same corporations that received a big tax cut this year from Trump. At the same time, we have seen funding for our housing, public health and safety programs slashed in San Francisco. This act rectifies the situation.
