Security\u2019s trustees said in their&nbsp;<a href=\"https:\/\/www.ssa.gov\/oact\/trsum\/\" target=\"_blank\" rel=\"noreferrer noopener\">annual report<\/a>&nbsp;released Tuesday that the New Deal program will be unable to pay out full benefits by the end of 2032\u2014a quarter earlier than projected last year\u2014in the absence of congressional action, a finding that advocates said underscores the destructive impact of President Donald Trump\u2019s policy agenda and the need to make the rich finally pay their fair share into the system.<\/p>\n\n\n\n<p>\u201cThis is the first&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-security\">Social Security<\/a>&nbsp;trustees report that begins to take Donald Trump\u2019s second term policies into account: A tax bill that largely benefited the wealthy, economy-wrecking&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/tariffs\">tariffs<\/a>, a needless war with Iran, and hostility to immigrants,\u201d said Nancy Altman, the president of&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-security-works\">Social Security Works<\/a>. \u201cAll of these have reduced the amount of money going into Social Security, weakening the system\u2019s finances.\u201d<\/p>\n\n\n\n<p>RECOMMENDED&#8230;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a Millions of Women and Kids<\/a><\/h2>\n\n\n\n<p>The trustees report was released a day after House Speaker&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/mike-johnson\">Mike Johnson<\/a>&nbsp;(R-La.)&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=oHNQv09VeDs\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a>&nbsp;in a radio show appearance that \u201centitlement programs like&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/medicare\">Medicare<\/a>,&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/medicaid\">Medicaid<\/a>, and things like Social Security\u201d need to be \u201cadjusted and fixed,\u201d which critics say is euphemistic language for benefit cuts, given past&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/gop\">GOP<\/a>&nbsp;proposals such as&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/gop-budget-destroy-social-security\" target=\"_blank\" rel=\"noreferrer noopener\">raising the retirement age<\/a>.<\/p>\n\n\n\n<p>Johnson said the GOP intends to release a new Social Security plan \u201cnext year,\u201d without providing any details.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The Democratic Congressional Campaign Committee (<a href=\"https:\/\/www.commondreams.org\/tag\/dccc\">DCCC<\/a>),&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/house-democrats\">House Democrats<\/a>\u2019 campaign arm,&nbsp;<a href=\"https:\/\/dccc.org\/inside-mike-johnson-and-house-republicans-secret-plan-to-decimate-social-security-and-medicare\/\" target=\"_blank\" rel=\"noreferrer noopener\">immediately pressed<\/a>&nbsp;Johnson, suggesting he\u2019s delaying Republican plans for Social Security and Medicare until after the 2026 midterms to avoid consequences at the ballot box.<\/p>\n\n\n\n<p>\u201cMAGA Mike Johnson won\u2019t show the American people&nbsp;<a href=\"https:\/\/m.youtube.com\/watch?v=B_3kELe0M8A\" rel=\"noreferrer noopener\" target=\"_blank\">his secret plan<\/a>&nbsp;to eliminate Social Security because he knows Republican policies are wildly unpopular and will be resoundingly rejected by the American people in November,\u201d said Justin Chermol, a DCCC spokesperson.<\/p>\n\n\n\n<p>The new trustees report projects that Social Security\u2019s Old-Age and Survivors Insurance will be able to pay out full benefits \u201cuntil the fourth quarter of 2032, one quarter earlier than projected last year.\u201d<\/p>\n\n\n\n<p>\u201cAt that time, the fund\u2019s reserves will become depleted and continuing program income will be sufficient to pay 78% of total scheduled benefits,\u201d the trustees said.<\/p>\n\n\n\n<p>Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare (NCPSSM), stressed that the new projection \u201cdoes&nbsp;<strong><\/strong>not mean that Social Security is going \u2018bankrupt\u2019 or \u2018broke.\u2019\u201d<\/p>\n\n\n\n<p>\u201cNor does the trustees report mean that&nbsp;<strong><\/strong>benefits<strong><\/strong>&nbsp;must be&nbsp;<strong><\/strong>cut<strong><\/strong><strong>&nbsp;<\/strong>to maintain the program\u2019s fiscal health,\u201d said Richtman. \u201cIt would be grossly unfair to ask beneficiaries on fixed incomes to bear the cost of strengthening Social Security. While conservatives favor benefit cuts (such as raising the retirement age, means testing, or reduced COLAs)<strong><\/strong>, we advocate for revenue-side solutions where the&nbsp;<strong><\/strong>wealthy pay their fair share.\u201d<\/p>\n\n\n\n<p>Specifically, NCPSSM and other progressive advocacy groups and lawmakers have called for raising the Social Security\u2019s payroll tax cap, which currently&nbsp;<a href=\"https:\/\/cepr.net\/publications\/the-day-million-dollar-earners-get-richer-by-stiffing-social-security\/\" target=\"_blank\" rel=\"noreferrer noopener\">exempts annual income above $184,500<\/a>&nbsp;from the program\u2019s dedicated payroll levy.<\/p>\n\n\n\n<p>Richtman said that lifting the payroll tax cap and \u201csubjecting some of high earners\u2019 investment income to Social Security taxes\u201d would keep the program solvent \u201cwell beyond the 2030s.\u201d He noted that Democratic lawmakers have&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/social-security-medicare-2671925476\" target=\"_blank\" rel=\"noreferrer noopener\">introduced legislation<\/a>&nbsp;to shore up Social Security\u2019s finances by taxing the rich, but the bills have gone nowhere in the Republican-controlled Congress.<\/p>\n\n\n\n<p>In a&nbsp;<a href=\"https:\/\/larson.house.gov\/media-center\/press-releases\/ranking-members-larson-neal-and-doggett-statement-2026-social-security\" target=\"_blank\" rel=\"noreferrer noopener\">joint statement<\/a>&nbsp;issued in response to the trustees report, Reps. John Larson (D-Conn.), Richard Neal (D-Mass.), and Lloyd Doggett (D-Texas) said that \u201cinstead of joining Democrats to protect and enhance\u201d Medicare and Social Security, \u201c<a href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\">Donald Trump<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/republicans\">Republicans<\/a>&nbsp;are busy sabotaging them.\u201d<\/p>\n\n\n\n<p>\u201cAfter\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/doge\">DOGE<\/a>\u00a0took a wrecking ball to the\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/social-security-administration\">Social Security Administration<\/a>\u00a0under false pretenses, all Americans got were slashed customer service and their most personal data put at risk\u2014without a penny saved,\u201d the Democrats said. \u201cCombined with their sole legislative achievement pricing millions out of coverage and putting Medicare on the chopping block, there is no greater threat to Americans\u2019 wellbeing than Republican governance.\u201d<\/p>\n\n\n\n<p>Our work is licensed under Creative Commons (CC BY-NC-ND 3.0).
