The decision applies to the 23 states and District of Columbia that filed a lawsuit challenging the executive order.<\/p>\n\n\n\n<p>As&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/democracy\">Democracy<\/a>&nbsp;Docket&nbsp;<a href=\"https:\/\/www.democracydocket.com\/news-alerts\/trumps-anti-mail-voting-order-gets-blocked-again-this-time-by-federal-appeals-court\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>The ruling also focuses on the executive order\u2019s&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/preserving-and-protecting-the-integrity-of-american-elections\/\" rel=\"noreferrer noopener\" target=\"_blank\">threats<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.democracydocket.com\/news-alerts\/voting-rights-groups-file-fifth-lawsuit-against-trumps-sweeping-anti-voting-order\/\" rel=\"noreferrer noopener\" target=\"_blank\">criminally punish<\/a>&nbsp;any state or local officials who refuse to comply. Under the order, the USPS would only send mail ballots to states that send their unredacted voter files to [the&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/us-department-of-homeland-security\">US Department of Homeland Security<\/a>], which would approve voter eligibility via a national voter registration database. This is an unprecedented federal incursion into states\u2019 exclusive power to determine voter eligibility as deemed by the&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/us-constitution\">US Constitution<\/a>.<\/p>\n<\/blockquote>\n\n\n\n<p>Saturday\u2019s ruling comes just over three weeks after Judge Emmet Sullivan of the US District Court for the District of Columbia&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/court-blocks-usps-mailed-ballot-proposal\" target=\"_blank\" rel=\"noreferrer noopener\">halted<\/a>&nbsp;the USPS\u2019 implementation of Trump\u2019s executive order. Sullivan&nbsp;<a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2021\/12\/182-2026-07-01-Memorandum-opinion.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">granted<\/a>&nbsp;a request by the NAACP to enforce a 2021 settlement agreement requiring the USPS to protect mail-in voting and prioritize delivery of mail related to elections through 2028.<\/p>\n\n\n\n<p>That decision followed a June ruling by Chief US District Judge Denise Casper in Massachusetts that&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/trump-voting-order-blocked\" target=\"_blank\" rel=\"noreferrer noopener\">blocked<\/a>&nbsp;portions of the president\u2019s order requiring people to show proof of citizenship when registering to vote.<\/p>\n\n\n\n<p>Trump\u2019s March order is part of a broader attack on voting rights that includes pushing an updated version of Republicans\u2019 so-called SAVE America Act, which would mandate proof of citizenship and strict photo ID requirements to register to vote in federal elections.
