An Industry Watchdog Has Made a List<\/a><\/h2>\n\n\n\n<p>Last week, calls for stronger AI guardrails&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/openai-autonomous\" target=\"_blank\" rel=\"noreferrer noopener\">mounted<\/a>&nbsp;after OpenAI CEO Sam Altman admitted to a \u201csignificant security incident\u201d during evaluation of one of the ChatGPT maker\u2019s models.<\/p>\n\n\n\n<p>The target of that breach, the popular open-source platform Hugging Face, said Tuesday that the OpenAI model\u2014widely described in the press as \u201crogue\u201d\u2014broke into a&nbsp;<a href=\"https:\/\/northflank.com\/blog\/what-is-an-ai-sandbox\" target=\"_blank\" rel=\"noreferrer noopener\">sandbox<\/a>&nbsp;\u201chosted on a third-party provider\u2019s&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/infrastructure\">infrastructure<\/a>\u201d and used it to launch a broader attack.<\/p>\n\n\n\n<p>Bubna stressed that Modal\u2019s platform was \u201cnot compromised in any way.\u201d<\/p>\n\n\n\n<p>Experts underscored that OpenAI\u2019s purportedly \u201crogue\u201d model was, in fact, performing a specific assigned task, which involved executing complex cyberattacks and exploiting vulnerabilities in controlled scenarios.<\/p>\n\n\n\n<p>However, AI specialists said the incident illustrated the problem of misalignment. As artificial intelligence advances to the point where it will very likely outsmart humans, the challenge of ensuring that advanced systems reliably pursue goals that match what humans actually want becomes increasingly difficult\u2014and dangerous to the point where pioneers and preeminent experts in the field,\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/x.com\/sama\/status\/2079661132302995790\" target=\"_blank\">including Altman<\/a>, believe there is a\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.commondreams.org\/news\/ai-regulations\" target=\"_blank\">growing chance<\/a>\u00a0that AI could one day cause human\u00a0<a href=\"https:\/\/www.commondreams.org\/tag\/extinction\">extinction<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-x wp-block-embed-x\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">OpenAI\u2019s rogue AI agent went full cybercriminal<br><br>It escaped during testing, spent 4.5 days hacking, and compromised four separate services, including Hugging Face and a Modal Labs customer.<br><br>OpenAI only found out after the damage was done\u2026 and the FBI had already been alerted.\u2026<\/p>&mdash; Mario Nawfal (@MarioNawfal) <a href=\"https:\/\/x.com\/MarioNawfal\/status\/2082330772585808015?ref_src=twsrc%5Etfw\">July 29, 2026<\/a><\/blockquote><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Responding to Wednesday\u2019s reporting, Casar (D-Texas)\u2014who chairs the Congressional Progressive Caucus\u2014<a href=\"https:\/\/bsky.app\/profile\/repcasar.bsky.social\/post\/3mrs5dbrwz22s\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;on&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/social-media\">social media<\/a>: \u201cToday we learned more disturbing news about OpenAI\u2019s security breach. Sam Altman should answer questions under oath.\u201d<\/p>\n\n\n\n<p>\u201cCongress should immediately hold public hearings with the CEOs of big AI companies about the threat their technology poses to national security and American jobs,\u201d he argued.<\/p>\n\n\n\n<p>Casar has been a leading voice in Congress for AI regulation. However, instead of advocating a pause or slowdown on AI development, he has focused on trying to ensure that the economic benefits of the rapidly developing technology are broadly shared and that companies cannot use AI to exploit&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/workers\">workers<\/a>&nbsp;or consumers.<\/p>\n\n\n\n<p>Last year, Casar and Rep.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/rashida-tlaib\">Rashida Tlaib<\/a>&nbsp;(D-Mich.)&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/casar-tlaib-ai-price-gouging\" target=\"_blank\" rel=\"noreferrer noopener\">introduced<\/a>&nbsp;the&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/1HQoQhvfVv8p0XmOdDIiWTnmd2YM_za07\/view\" rel=\"noreferrer noopener\" target=\"_blank\">Stop AI Price Gouging and Wage Fixing Act,<\/a>&nbsp;a proposal to curb the growing trend of \u201csurveillance-based price setting\u201d in which companies utilize customer data to maximize profits.<\/p>\n\n\n\n<p>In May, Casar and Sen.&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/elizabeth-warren\">Elizabeth Warren<\/a>&nbsp;(D-Mass.)&nbsp;<a href=\"https:\/\/www.commondreams.org\/news\/ai-tax-unemployment\" target=\"_blank\" rel=\"noreferrer noopener\">called for<\/a>&nbsp;a tax on artificial intelligence firms that would fund programs to help workers replaced by AI.<\/p>\n\n\n\n<p>The consumer advocacy group&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/public-citizen\">Public Citizen<\/a>&nbsp;also&nbsp;<a href=\"https:\/\/www.commondreams.org\/newswire\/public-citizen-calls-for-congressional-investigation-following-reports-of-second-company-compromised-during-openai-rogue-ai-incident\" target=\"_blank\" rel=\"noreferrer noopener\">weighed in<\/a>&nbsp;Wednesday on what it called the \u201cgrowing national security and public safety implications of frontier AI systems.\u201d<\/p>\n\n\n\n<p>\u201cOpenAI CEO Sam Altman is in&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/washington\">Washington<\/a>&nbsp;this week, and he should not be allowed to leave DC without Congress seeking to understand, from him, publicly how one of the company\u2019s most advanced AI systems escaped its intended testing environment and reportedly carried out offensive cyber operations affecting multiple companies,\u201d JB Branch, the group\u2019s director of federal AI governance, said in a statement.<\/p>\n\n\n\n<p>\u201cThe American people deserve a full accounting of what happened, why existing safeguards failed, and what concrete steps are being taken to prevent it from happening again,\u201d he continued. \u201cMost importantly, Congress must act, not rely on voluntary action by&nbsp;<a href=\"https:\/\/www.commondreams.org\/tag\/big-tech\">Big Tech<\/a>&nbsp;companies. AI systems are creating real-world consequences. Congress should treat this with the urgency it deserves.\u201d<\/p>\n\n\n\n<p>\u201cThe federal government must develop emergency authorities and response capabilities for advanced AI systems,\u201d Branch added.<br>\u201cIf a frontier model demonstrates dangerous autonomous behavior, the government cannot be left relying solely on private companies to decide when\u2014or whether\u2014to pause, contain, or disable it.
