Brown plans world \u2018climate action summit\u2019 in SF (sfgate.com)"},"content":{"rendered":"<p class=\"byline\">By\u00a0<a href=\"http:\/\/www.sfgate.com\/author\/peter-fimrite\/\">Peter Fimrite<\/a> July 6, 2017<\/p>\n<p>Gov.\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Jerry+Brown%22\">Jerry Brown<\/a>\u00a0sought Thursday to bolster his position as America\u2019s de facto climate czar, urging the world to defy President Trump and join him in San Francisco next year for a \u201cclimate action summit.\u201d<\/p>\n<p>In a prerecorded video address to the Global Citizen Festival in Hamburg, Germany, Brown put forth his most direct challenge to Trump, who will meet Friday with Russian President\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Vladimir+Putin%22\">Vladimir Putin<\/a>\u00a0during a Group of 20 summit in the same city, the second-largest in Germany.<\/p>\n<p>The California summit will be held in San Francisco in September 2018, Brown said, marking the first time a state has sponsored an event in support of the Paris climate agreement, a landmark deal ratified by 148 nations that Trump declared he would withdraw from two months ago.<\/p>\n<p>\u201cIt\u2019s up to you and it\u2019s up to me and tens of millions of other people to get it together to roll back the forces of carbonization and join together to combat the existential threat of climate change,\u201d Brown told festival participants.<\/p>\n<p>\u201cPresident Trump is trying to get out of the Paris agreement, but he doesn\u2019t speak for the rest of America,\u201d the governor said. \u201cWe in California and in states all across America believe it\u2019s time to act, it\u2019s time to join together and that\u2019s why at this climate action summit we\u2019re going to get it done.<\/p>\n<div class=\"asset_gallery\">\n<div class=\"hst-resgallery-container three-wide\">\n<div class=\"hst-resgallery-wedge\">\n<ul class=\"hst-resgallery\">\n<li class=\"hst-resgalleryitem\">\n<div class=\"img-wrap landscape\">\n<div class=\"nav right clearfix\"><\/div>\n<p><img decoding=\"async\" class=\"landscape\" src=\"http:\/\/ww3.hdnux.com\/photos\/56\/60\/72\/12259002\/3\/920x920.jpg\" alt=\"&quot;How can climate change be real if it's snowing in ____, where it's rarely cold?&quot;Nope: Climate change applies\u00a0to global temperatures, not just in a certain area. The idea is to \u201cspur deeper commitment\u201d to fighting global warming, according to the governor\u2019s office.<\/p>\n<p>Hundreds of thousands of people have gathered in Hamburg for the Global Citizen Festival, which featured bands like Coldplay and speeches by world leaders. As many as 100,000 protesters with varying agendas, including opposition to capitalism and globalization, have also descended on the German city, which has responded with a massive security force.<\/p>\n<p>The governor has been an outspoken critic of Trump, who has called global warming a hoax and bashed the Paris agreement as a bad deal for the United States, while also seeking to protect the oil and gas industries from climate regulations.<\/p>\n<p>Calling the president\u2019s decision to pull out of the Paris accord \u201coutlandish,\u201d Brown has vigorously defended California\u2019s efforts to curb greenhouse gas emissions. He helped inspire a climate-friendly backlash from mayors, governors and local leaders when he called for states to forge alliances supporting the Paris deal.<\/p>\n<p>California and Germany were early backers of the\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Under2+Coalition%22\">Under2 Coalition<\/a>, an international climate pact that now has the blessing of 175 cities, states and nations representing nearly 40 percent of the global economy. Brown met last month with\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Barbara+Hendricks%22\">Barbara Hendricks<\/a>, the German environmental minister, to discuss the fight against the planet\u2019s warming.<\/p>\n<p>The Under2 coalition was a precursor to the Paris accord, with the same goal of reducing greenhouse gas emissions so that temperatures don\u2019t rise more than 2 degrees Celsius above preindustrial levels \u2014 the point at which scientists expect catastrophic problems.<\/p>\n<p>Brown recently traveled to China as America\u2019s unofficial climate ambassador, and he met at the governor\u2019s mansion with Fijian Prime Minister\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Frank+Bainimarama%22\">Frank Bainimarama<\/a>, who served as president of this year\u2019s\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22U.N.%22\">U.N.<\/a>\u00a0conference on climate change.<\/p>\n<p>In California, he has been fighting to reauthorize cap and trade, a market system that rewards companies that reduce greenhouse gases with carbon credits and requires polluters to buy those credits.<\/p>\n<p>In March, Brown reaffirmed California\u2019s commitment to the Clean Power Plan, which includes the most ambitious greenhouse gas emission-reduction targets in North America. It is part of legislation the governor signed in 2015 that requires California to generate half of its electricity from renewable sources by 2030. The governor has also vowed to reduce petroleum use in cars and trucks by up to 50 percent within the next 15 years.<\/p>\n<p>Polls have shown that the vast majority of Americans believe global warming is happening and that carbon emissions should be reduced.<\/p>\n<p>Former U.N. climate chief\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Christiana+Figueres%22\">Christiana Figueres<\/a>, who introduced Brown to the crowd in Hamburg, said the California climate summit will send a strong message to the Trump administration \u2014 which is exactly what many California legislators want him to do.<\/p>\n<p>\u201cThis is California at its best, really leading the world as we\u2019ve done so many times, and refusing to be sidetracked by a president who wants to take us backward in dangerous ways,\u201d said Rep.\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22Jared+Huffman%22\">Jared Huffman<\/a>, D-San Rafael. \u201cIt\u2019s a great way to say the United States is still in.\u201d<\/p>\n<p><em>Peter Fimrite is a\u00a0<a href=\"http:\/\/www.sfgate.com\/search\/?action=search&amp;channel=science&amp;inlineLink=1&amp;searchindex=solr&amp;query=%22San+Francisco+Chronicle%22\">San Francisco Chronicle<\/a>\u00a0staff writer.
