This week, we officially passed step one of our three-step plan for the month of January to pass AB 1400 – the California Guaranteed Health Care for All Act – through the state Assembly.
To review:
- ✅ The bill must pass out of the Assembly Health Committee by January 14th. (It passed Tuesday night with an 11-3 vote!)
- ⬜ Now it must pass through the Appropriations Committee by January 21st.
- ⬜ And finally, it must pass the full Assembly by January 31st.
Let’s be clear: we’ve gotten this far because we organized. And that’s the work we need to keep doing. We need everyone reading this to stay engaged and help out in as many ways as possible.
That’s why we’re organizing two statewide phone bank parties for next Tuesday and Wednesday night (January 18 and 19) where we’ll call supportive voters in districts of Appropriations Committee members.

On Wednesday night’s Organizing Update and Financing Q&A Call, we heard directly from CNA Lead Regulatory Policy Specialist, Carmen Comsti, about the new financing proposal for CalCare that was introduced to the legislature last week.
Carmen shared the basics of this new proposal: across the board, this proposal will save working people and small businesses in California thousands of dollars per year. And as we know, AB 1400 means no more copays, deductibles, premiums, or out of pocket costs ever again.
But Carmen also reminded us of some important facts: that the financing proposal (also known as ACA 11) is just a starting point to get us to the table. And, we can’t let ourselves get too bogged down in the details just yet. For the next few weeks, we must keep our eyes on the prize – passing AB 1400 out of the Assembly so we can keep CalCare moving forward this year.
We must stay committed to the policy goal: guaranteed health care for all Californians. And we must stay focused on what matters most in this moment: organizing and building power.
