Report # 313. Russian strikes on Ukraine’s energy grid: major results
August 31, 2024
1. In all there have been fifteen strikes
Russia delivered one massive and 14 sectoral combined strikes by high precision weapons and UAVs at key Ukrainian energy sites and airfields over the past week during the Special Military Operation, the RF MoD reported.
On August 24-30, the Russian Armed Forces delivered one massive and 14 sectoral combined strikes by long-range precision weapons, Kinzhal hypersonic air-launched ballistic missiles and attack UAVs, hitting vital Ukrainian energy and Air Force infrastructure sites, fuel depots, arsenals of Western-made air-launched weapons and artillery munitions, the Ministry said in a separate statement.
The strikes also targeted UAV production workshops, naval drone storage facilities, temporary deployment sites of Ukrainian nationalist formations and foreign mercenaries, it specified.
The difference between “a massive strike” and “a sectoral combined strike” is that in the first case the attack is delivered across the entire enemy country and usually can be referred as nation-wide attack or a strategic blow. Sectoral combined strikes are delivered against any specified region or industrial sector of the enemy state, and can be labelled as tactical regional strikes.
In both cases powerful land-based, air-based and sea-based weapons are usually used.
Blackouts reported across Ukraine amid Russian strikes
The RF MoD released a list of facilities that had been attacked. It said the strikes targeted electrical substations in the Kiev, Vinnitsa, Zhitomir, Khmelnytsky, Dnepropetrovsk, Poltava, Nikolaev, Kirovograd, and Odessa Regions, as well as gas compressor stations in the Lvov, Ivano-Frankovsk, and Kharkov Regions.
In addition to energy infrastructure, Russia also hit airfields in Kiev and Dnepropetrovsk Regions that were storing Western-supplied air munitions, officials said, describing the strike as a success. “Power outages were detected, and the transportation of weapons and ammunition to the front line was disrupted.”
Officials in Moscow maintain that the strikes are not aimed at civilians. Top Ukrainian officials also have admitted that no Ukrainian NPP have bit attacked by RF Armed Forces.
The Russian military has also conducted a series of strikes on Ukrainian energy facilities, the Defense Ministry in Moscow has confirmed. Ex-Ukrainian president Vladimir Zelensky who has lost his presidential power last May due to the end of his presidential term in office acknowledged that the country has experienced one of the most extensive barrages in recent months, causing widespread power outages. Zelensky confirmed that the attack had targeted critical infrastructure in most regions, calling it “one of the largest combined strikes,” adding that it involved more than a hundred missiles and a hundred drones.
“All the designated targets have been hit,” the RF MoD statement read.
Officials in Kiev claim that 15 regions were targeted and emergency blackouts were activated. The barrage also targeted facilities supporting the country’s military industrial complex, officials noted.
Ukrainian Prime Minister Denis Shmigal inter alia also confirmed that the attack affected fifteen Ukrainian regions. Local officials have said that the barrage also hit two energy facilities in Kiev Region. Videos circulating on the Ukrainian social media showed damage inflicted to the Kiev hydroelectric plant and the reservoir dam.
Ukrainian Energy Minister German Galushchenko described the situation as “difficult,” adding that emergency blackouts had been activated by the grid operator.
It has been the second Russian massive ‘vendetta’-type strike
Russia has been carrying out attacks on Ukraine’s energy infrastructure since the October 2022 after the attempt to blow up the Crimean Bridge, which has been orchestrated by Kiev.
The August 2024 massive and regional combined strikes made by Russian Armed Forces have been identified as ‘vendetta’ strikes caused by Ukrainian attack on the Russian Kursk Region. The word ‘Russia’s revenge’ connected with the Kursk Region attack have been articulated by a number of Russian MPs sitting at the State Duma and Russian mass media. In many cases the Ukrainian invaders used heavy weapons against local civilians and social infrastructure, looted shops and houses, destroyed crops.
2. No lands swap
Russia is not considering exchanging its territory following the attack on the Kursk Region, Russian Foreign Minister Sergey Lavrov said in an interview with RT television on August 31st, 2024.
“It is very hard to tell what goal and intent they were pursuing. But political analysts are discussing it now. And even [ex-Ukrainian president Vladimir] Zelensky said, he sometimes makes Freudian slips, that they will need this for future exchanges. That’s why they are taking prisoners and want to seize square kilometers. It’s so simple-minded and naive. We do not discuss our territory with anyone. We do not negotiate about our territory,” the minister said, as he commented on Ukraine’s attack on the Kursk Region.
He quoted Russian President Vladimir Putin as saying a year and a half ago that Russia “is not against talks, but those who are against them should realize that the longer they procrastinate, the harder it will be to reach an agreement.”
“In Istanbul, less than a month after the start of our Special Military Operation, compared to what we see now, it was very easy to reach an agreement. They did not want that,” the minister said.
“About everything else, the president said on June 14,[2024] speaking at the Russian Foreign Ministry, that we are ready to resolve the situation on the basis of the reality. The reality on the ground, the reality of the Russian Constitution, which clearly states that we now have four new constituents of the federation in addition to Crimea. Of course, with all this, there can also be no talk of Ukraine joining NATO,” Lavrov outlined.
The minister also stated that Russia is currently not seeking any talks with Kiev.
“The Russian president has repeatedly said that those who make statements insinuating that Russia rejects negotiations, while Ukraine is ready for them – he has already said this many times – you at least tell this Zelensky, when he is in his right mind, if such situations happen on any day of the week, tell him to cancel his decree prohibiting negotiations,” Lavrov said.
Both Zelensky and the Verkhovna Rada, Ukrainian Parliament, prohibited any Ukrainian official to take part with Russia on any political settlement. So far, their decisions have not been reversed or cancelled.

Since the beginning of Ukrainian aggression against Russian Kursk Region on August 6, 2024, the AFU losses amounted to more than 8,500 troops, 80 tanks, 37 infantry fighting vehicles, 69 armored personnel carriers, 537 armored fighting vehicles, 249 motor vehicles, 62 artillery guns, 16 multiple-launch rocket systems, including four of HIMARS system and two other MLRS system, five SAM launchers, 13 electronic warfare stations, six counter-battery radars, one AD radar station, six engineering vehicles, and one UR-77 mine clearing vehicle.
Russian drone operators say that they have been acting in more successful active termination and destruction of the Ukrainian heavy weapons in the Kursk Region than across the 1,200 km long line of engagement existing in Donbass and Novorossiya. “The Kursk Region sometimes is like a safari area for us”, they claim noting that the concentration of the enemy armor in the Kursk area is higher than in Donbass and Novorossiya. Russia has announced that its Armed Forces repelling Ukrainian aggression along these two fronts are successfully using two new types of kamikadze drones against the enemy.
Apty Alaudinov, Akhmat Commander and Deputy Chief of the Russian Armed Forces’ Main Military-Political Department, suspects there may be active duty service members from NATO countries serving as mercenaries in the Kursk area.
There was chaos among the Ukrainian military in the Kursk Region, a U.S. mercenary fighting for the Ukrainian armed forces said in an interview with ABC television. “We were actually asked to go into the Kursk incursion area in order to help assist with a [Ukrainian] sniper operation they were looking at. But it’s chaos right now. We ended up not doing that operation,” he said. The American spoke on condition of unanimity but ABC said it had identified him.
Earlier reports said that U.S. private military company Forward Observations Group spotted in the Kursk Region might get a task from CIA for various sabotage acts and provocations.
The operation to neutralize the AFU units in the Kursk Region is in full swing.
Since the beginning of the second Ukrainian massive armed attack on Donbass in February 2022 till September 1st, 2024 in total:
641 Ukrainian airplanes and 283 helicopters, 30,920 unmanned aerial vehicles, 575 air defence missile systems, 17,801 tanks and other armored fighting vehicles, 1,434 combat vehicles equipped with MLRS, 13,898 field artillery guns and mortars, as well as 25,501 units of special military equipment have been destroyed.
