| We keep talking about this because it’s true: We already have 76% of the states needed to make the popular vote the law of the land because they have signed the National Popular Vote Interstate Compact. The National Popular Vote Interstate Compact is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential candidate wins the overall popular vote in the 50 states and the District of Columbia. 16 states plus DC have already joined, accounting for 206 electoral votes of the 270 needed to win.
