CART is the alternative to police when resolving street concerns with unhoused community members.

Join the CART campaign and community advocates in DEMANDING that the city funds CART

We need a better way to respond to situations involving unhoused San Franciscans. CART, which stands for Compassionate Alternative Response Team, is a program that would divert non-violent 911 and 311 calls regarding homelessness to a team who is specially trained to de-escalate conflict and connect people to services and support. 

The problem? Mayor London Breed refuses to fund this effective solution.

The League of Women Voters of San Francisco has been part of the CART Coalition for several years. LWVSF supports CART because of our commitment to public safety for all and our advocacy work on community safety. CART is about a future of care, not criminalization.

What’s the problem?

It’s been two years, and CART has yet to be funded or implemented. Instead, the city has come up with a different street response that would be operated under the Department of Emergency Management, called the Community Response Team, or CRT.

CRT is certain to be a failed response and is another misuse of city dollars. Worse yet, CRT as it is currently structured will lead to additional harm and trauma towards unhoused community members, which is the exact opposite of what our city needs.

San Francisco Gray Panthers presents a panel of concerned people providing updates on the Laguna Honda Hospital emergency, only three days before the federal Centers on Medicare and Medicaid Services (CMS) is scheduled to begin closing the huge nursing home and sending hundreds of frail and indigent residents to dangerously understaffed for-profit nursing homes out of San Francisco County. Out of 56 residents similarly evicted last July, 12 died.

Paradoxically, CMS insists on LHH’s closure and dispersal of its residents as part of its plan to re-certify and reopen LHH and start readmitting residents. CMS paused resident dispersal following community uproar over last July’s deaths, but as of now (5/15/2023, 8:15 AM) CMS has given no indication of extending that pause past the scheduled May 19 closure and resident dispersal, even though Laguna Honda has largely met CMS’s schedule of mandated requirements for recertification

Laguna Honda is also threatened with losing 120 beds because of CMS beds-to-bathroom ratio regulations for new hospitals, which technically covers LHH because it is being recertified. Laguna Honda is only 15 years old and has spacious individual rooms, but some are connected through short corridors to common bathrooms. LHH should easily qualify for a waiver, but as of now CMS has given no indication that it would grant such a waiver.

San Francisco Gray Panthers insist upon no bed cuts, closure or evictions at Laguna Honda, and more nursing home beds, mental health and substance use treatment, and supports and home care services to all San Franciscans who need it.

The United States has conducted another round of “War Games” with the South Korean military.  This is clearly a threat to the North Korean government.  Additionally, the South Korean President, Yoon Suk Yeol, has recently visited the U.S. where Biden told him that the U.S. will keep a nuclear submarine in Korea and Yoon Suk Yeol made threats of acquiring nuclear weapons that could be aimed at North Korea.  This escalation is part of the general aggression and militarization of Asia that is aimed at provoking a war with China.

Haitian Flag Day marks the day in 1803 when at the Congress of Akaye/Arcahaie the formerly enslaved by the French vowed to create a sovereign nation that they called Ayiti/Haiti rather than maintain any links to France. Today, while foreign powers occupy Haiti, this call for sovereignty remains as relevant as ever.

The situation in Haiti today could not be more dire. The unelected and illegitimate US-backed prime minister Ariel Henry remains in power despite continuous mass protests demanding his ouster. Journalists, clergy, peasant-farmers, students, workers and others raising their voices in protest have been met with beatings, incarceration, rape, assassinations and mass killings.

Trotting out the familiar argument that “gang warfare” is the root of Haiti’s problem, the US and Canada are ramping up funding and training for Haiti’s notorious and corrupt national police force, including sending tactical and armored vehicles. As they did during the notorious Lasalin massacre, police, security forces and affiliated paramilitary forces terrorize opposition neighborhoods, most recently Bele, murdering and sexually assaulting residents, kidnapping, wrecking homes and accelerating land grabs.

We demand:

  • Stop the massacres. Stop using our tax dollars to fund the brutal Haitian police and affiliated death squads
  • Stop supporting the Ariel Henry dictatorship
  • Stop attacking and deporting Haitian refugees
  • Support the Haitian people’s struggle for liberation
  • End the occupation. Sovereignty and self-determination for Haiti

Despite mass opposition, Newsom’s Department of Public Health, Secretary of Health & Education Xavier Becerra and SF Mayor London Breed’s

Director Department of Pulblic Health and Health Commissionn Board are allowing the patients to be terrorized again by threatengng to discharge

them on May 19. 2023.

The City refuses to ask for an exemption that would allow Laguna Honda to have three patients to a room and also to allow the many patients who are waiting for care at the hospital to be admitted.

Instead they are playing games with the workers, patients and their families to threaten even more discharges and deaths.

Director Colfax and the Board of Health Commission Dan Bernal, who is chief of staff for Congresswoman Nancy Pelosi gave the go ahead for the discharge of patients which led to their deaths. Some were driven to homeless shelters. These discharges were death sentences and to threaten similar discharges and deaths.

There is an emergency in our private nursing home care system. The homes are run by billionaires with little to no oversight have  terrible working conditions for the residents and the workers. The Newsom administration and the Federal government are demanding that the patients and residents be pushed into these homes where much of the care is substandard.

We need to demand that Newsom and Becerra along with London Breed be held accoutable for this travesty. 

No bed cuts,

No closure and No evictions,

Reopen admissions, and provide, in safe and appropriate locations, mental health and substance use treatment and supports and home care services to  all San Franciscans who need it.
